Recently, the Ministry of Industry and Information Technology issued the Interim Measures for Gradient Development and Management of Green Factories to facilitate the development of a green manufacturing and service system, leverage the fundamental and guiding role of green factories in the green and low-carbon transformation of the manufacturing industry, develop standardized and long-term cultivation mechanisms, and build a leading force in green manufacturing.

The Interim Measures have been formulated in accordance with the 14th Five Year Plan for National Economic and Social Development of the People′s Republic of China and the Long Range Objectives for 2035, the 14th Five Year Plan for Green Industrial Development, and the Implementation Plan for Carbon Peaking in the Industrial Sector.

Green factory gradient development system refers to a kind of cultivation mechanism from two dimensions: vertically form a green factory development mechanism that is linked at the national, provincial, and municipal levels and horizontally establish a mechanism where green industrial parks and green supply chain management enterprises drive the creation of green factories within the park and upstream and downstream enterprises in the supply chain. To build green industrial parks, we should apply the concept of green and low-carbon development to the planning, spatial layout, industrial chain design, energy utilization, resource utilization, infrastructure, ecological environment, and operation management of industrial parks, achieving comprehensive green, low-carbon, and circular sustainable development. Green industrial parks are considered as platforms for integrating green factories and green infrastructure.
