The Four Departments Jointly Deployed the Elimination and Withdrawal of Outdated Chemical Equipment

Recently, the Ministry of Emergency Management, the Ministry of Industry and Information Technology, the State-owned Assets Supervision and Administration Commission of the State Council, and the State Administration for Market Regulation jointly issued the Work Plan for the Elimination, Withdrawal, Upgrading and Renovation of Outdated Chemical Equipment (hereinafter referred to as the "Work Plan") and deployed relevant work.
At present, some chemical equipment built in China in the last century has been in operation for a long time. Limited by the design and construction standards and equipment manufacturing level at that time, some equipment has been corroded and aged after long-term operation, and its safety assurance capability has declined. In addition, the monitoring and surveillance facilities are imperfect, and the safety distance is insufficient, resulting in superimposed safety risks and hazards that have entered a concentrated exposure period. The Work Plan takes enterprises that have obtained hazardous chemical safety production permits and safe use permits as the scope, and clarifies classified governance requirements for outdated equipment, pressure liquefied hydrocarbon spherical tanks, and some atmospheric pressure flammable and toxic liquid storage tanks that have been identified and determined in recent years in the above enterprises based on industrial policies, safety standards, and safety risks, aiming to achieve the elimination of a batch, orderly withdrawal of a batch, and upgrading and renovation of a batch according to law.
The Work Plan requires all regions and relevant central enterprises to carefully organize, clarify the timeline and roadmap, optimize policy supply, strengthen technical support and financial security. Relevant departments will increase support, strengthen supervision and inspection, strengthen policy advocacy, timely research and solve problems in the promotion process, and ensure that all tasks are completed with quality and quantity.
