A draft of the "National Technical Guidance Catalogue for Pollution Prevention and Control (2024, Restricted and Eliminated Categories)" was Released

The Ministry of Ecology and Environment recently released a draft of the "National Technical Guidance Catalogue for Pollution Prevention and Control (2024, Restricted and Eliminated Categories)" (hereinafter referred to as the "Draft Catalogue"). The Ministry has decided to adjust the former "National Catalogue of Advanced Pollution Prevention and Control Technologies" into the "National Technical Guidance Catalogue for Pollution Prevention and Control" (hereinafter referred to as the "Catalogue"), which will annually publish pollution prevention and control technologies categorized as encouraged, restricted, and eliminated, by sector. It is understood that the eliminated technologies are those that should not be used in any sector or under any conditions due to issues such as unclear mechanisms, low treatment efficiency, poor operational stability, uncontrollable secondary pollution, high material and energy consumption, and prominent safety problems. These technologies have been surpassed by more advanced alternatives and should be phased out. Notably, in this Draft Catalogue, low-temperature plasma and its combined waste gas purification technology, as well as photolysis (photooxidation) and its combined waste gas purification technology, have been classified as eliminated technologies, explicitly prohibiting their use in the treatment of VOCs across all industries except for odor and malodor control. Additionally, VOCs photocatalysis and its combined purification technology will not be used for the treatment of organized VOCs emissions.
