Six Ministries and Commissions Issue Documents to Vigorously Implement Renewable Energy Substitution

On October 30, the National Development and Reform Commission issued the "Guiding Opinions on Vigorously Implementing Renewable Energy Substitution Actions" (hereinafter referred to as the "Opinions"). The Opinions propose: "Develop green fuels such as biogas, biodiesel, and bio-jet fuel according to local conditions, and actively and orderly develop hydrogen production from renewable energy."

In terms of accelerating the construction of supporting infrastructure for renewable energy, the Opinions propose: "Strengthen the construction and upgrading of infrastructure such as heating and gas pipe networks and hydrogen supply networks, and strengthen the interconnection of pipe networks to accept more non-electric renewable energy nearby."

In terms of coordinating new infrastructure construction and the development and utilization of renewable energy, strengthen the construction of charging infrastructure, gas stations, and hydrogen refueling stations, and improve the urban and rural charging network system.

In terms of synergistically promoting the green and low-carbon transformation of industrial energy consumption, the Opinions propose: "Accelerate the promotion of medium and low temperature heat utilization of renewable energy in fields such as papermaking, printing and dyeing, and food processing. In fields such as synthetic ammonia, synthetic methanol, petrochemicals, and steel, encourage large-scale substitution of high-carbon hydrogen with low-carbon hydrogen, and explore the construction of integrated bases for wind-solar-hydrogen-ammonia-alcohol."

In the field of accelerating the integration and interaction between transportation and renewable energy, the Opinions require: "Support areas with conditions to carry out pilot operations of biodiesel, bio-jet fuel, biogas, green hydrogen-ammonia-alcohol, etc. in the shipping and aviation fields."
