Release of Safety Technical Specifications for Chlorine Gas in Chemical Enterprises

In order to effectively control major safety risks in the production and storage of chlorine gas in chemical enterprises, prevent and contain major accidents, the mandatory national standard "Technical Specification for Chlorine Gas Safety in Chemical Enterprises" (GB 11984-2024) revised by the Ministry of Emergency Management has been issued recently, which will be implemented from August 1, 2025.

Chlorine gas is an important chemical raw material with hazardous characteristics such as high toxicity, strong corrosiveness, and strong oxidation. In production, storage, and other processes, if safety control is not in place, accidents such as poisoning and explosions may occur, making disposal difficult and directly affecting public safety and social stability. Given the lessons learned from chlorine gas accidents in domestic and foreign chemical enterprises, this standard focuses on the prevention and control of major safety risks, specifies the safety requirements for chlorine gas production, storage, and emergency response of chemical enterprises that produce and use chlorine gas, adds safety requirements for the closure of facilities for discharging nitrogen trichloride, liquid chlorine storage tanks and warehouses, accident chlorine absorption devices, liquid chlorine gasification, disposal of abnormal working conditions, and control of the number of personnel in hazardous areas, and integrates the technical content of the "Technical Requirements for Safety of Liquid Chlorine Use" (AQ 3014-2008).

The release and implementation of this standard will provide important standard support for the safety risk prevention and control of chemical enterprises producing and using chlorine gas, and effectively promote relevant enterprises to enhance their safety guarantee capabilities.
