Latest Progress of Phase III Huizhou Ethylene Project between CNOOC and Shell

On January 6th, the High-end Petrochemical New Materials Investment Conference themed on "Going Global in the Future" jointly organized by CPCIF and the Huizhou Municipal People¡äs Government kicked off in Huizhou. A total of 94 cooperative projects were reached at this conference, with a planned total investment of 92.902 billion yuan.
During the on-site visit and inspection, a comprehensive construction ceremony was also held for the CNOOC and Shell Huizhou Phase III ethylene project and the polycarbonate project. It is reported that after the completion of the Huizhou Phase III ethylene project, the production capacity of CNOOC and Shell ethylene will reach 3.8 million tons per year, further highlighting the economies of scale. The project will also be optimized and integrated with existing chemical and refining projects in the first and second phases, further improving the integration of refining and chemical processes and enhancing resource utilization efficiency. From the start of the first phase project in 2002, to the official operation of the second phase project in 2018 and the start of the third phase project in 2025, the world-class petrochemical giant of CNOOC and Shell has deeply rooted in Huizhou Daya Bay, adding momentum to the construction of a global petrochemical industry highland in Huizhou and creating a new growth pole for high-quality development in Guangdong.
CNOOC and Shell Huizhou Ethylene Phase III Project
The total investment of CNOOC and Shell Huizhou Phase III Ethylene Project is about 52.1 billion yuan, with a core of 1.6 million tons/year ethylene cracking unit. 18 sets of chemical plants, public works and supporting facilities will be built.
Including 1.6 million tons/year ethylene plant, 305,000 tons/year butadiene extraction plant, 1.46 million tons/year pyrolysis gasoline hydrogenation plant, 1.1 million tons/year aromatic hydrocarbon extraction plant, 645,000 tons/year ethylene oxide ethylene glycol (EO-EG) plant, 600,000 tons/year metallocene linear low-density polyethylene (mLLDPE) plant, 400,000 tons/year linear alpha olefin (LAO) plant, 130,000 tons/year isomerization and disproportionation (ID) plant, 130,000 tons/year Shell hydroformylation (SHF) plant, 50,000 tons/year poly alpha olefin (PAO) plant, 500,000 tons/year polypropylene (PP) plant, 1 million tons/year ethylbenzene (EB) plant, 875,000/400000 tons/year styrene-epichlorohydrin (SM-PO) plant, 450,000 tons/year polyether polyol (DMC-POD) plant, 100,000 tons/year polymer polyol (POP-POD) plant, 270,000/280,000 tons/year MTBE/butene-1 unit, and supporting storage and transportation engineering, utilities, auxiliary engineering, environmental protection engineering, etc.
On December 3, 2024, CNOOC and Shell Phase III Ethylene Project Team (IMPT) held a kickoff meeting for the 1.6 million tons/year ethylene four-unit project at Sinopec Engineering Incorporation (SEI) in Beijing, marking the official launch of the largest ethylene plant project under construction in China.
