Recently, four departments including the Ministry of Industry and Information Technology jointly issued the "Action Plan for Optimizing and Upgrading the Raw Materials Industry by Upgrading Standard (2025-2027)" (hereinafter referred to as the "Action Plan"). The "Action Plan" has clarified the objective tasks and key projects for the standardization work in the field of raw materials. Firstly, adhere to policy coordination and strengthen the leading role of standards. Focus on implementing the development plans for the raw materials industry, the implementation plans for carbon peaking, the digital transformation plans, etc., promote the simultaneous deployment and implementation of standards with strategies, plans and policies, closely combine the standardization work with industry management, and shift from standard support to standard leadership. Secondly, serve the needs of transformation and improve the quality of standard supply. With a focus on digital transformation, green and low-carbon development and the growth of the new materials industry, accelerate the development of key and urgently needed standards to lead the innovative development of the industry. Thirdly, improve the working mechanism and give play to the implementation effectiveness of standards. In the "Digital Standard Improvement Project", the petrochemical and chemical industries should focus on developing standards in digital fields such as basic commonalities, key data and model technologies, and key application technologies. Give priority to formulating and revising digital transformation diagnosis and evaluation standards for sub-sectors such as refining and chemical processing, modern coal chemical industry, chemical fertilizers, tires, chlor-alkali, fine chemicals and new chemical materials, and encourage the formulation of data security standards. In the "Green Standard Upgrade Project", the petrochemical and chemical industries should focus on formulating and revising standards for the disposal and comprehensive utilization of waste chemicals, the resource utilization of bulk waste salts, waste acids, waste plastics, waste tires and other waste materials, as well as standards for bio-based materials, green manufacturing, energy conservation and water conservation. In the "New Material Standard Innovation Project", for advanced basic materials, focus on formulating and revising standards for advanced basic materials such as high-performance resins, high-performance synthetic rubbers, functional membrane materials, electronic chemicals, degradable materials, and high-performance fiber composites.
