CCAIA Attended the Online Hearing of the PVC Anti-dumping Case by the Indian Ministry of Commerce and Industry

The online hearing of the PVC anti-dumping case organized by the Indian Ministry of Commerce and Industry was held on January 15th. The meeting was attended by the Indian Ministry of Commerce and Industry, downstream associations and producers in India, stakeholders from various regions involved in the case, CCAIA, Chinese PVC manufacturers involved in the anti-dumping response work and relevant law firms. Among the participants were Zhang Peichao, Vice President and Secretary General of CCAIA, Zheng Jiebin, Vice Secretary General, and Wang Lili, Director of the International Cooperation Working Committee. At the hearing, as representatives of various stakeholders expressed their respective views, Secretary General Zhang Peichao made a non-damaging defense speech on behalf of the Chinese PVC industry. He pointed out three arguments. First, the Indian government¡äs excessive protection of the domestic PVC industry is not conducive to the sound development of the Indian industry. Second, China produces PVC to mainly meet its domestic demand and has not been dumped into India. Third, as there is a long-term gap between the demand in the Indian market and its domestic industrial output, the investigating authorities should consider the comprehensive development needs of the upstream and downstream industries in India. Finally, CCAIA strongly recommends that the Indian Ministry of Commerce and Industry terminate the current anti-dumping investigation on PVC.
