The "Implementation Plan for the Comprehensive Implementation of the Pollutant Discharge Permit System" was Released

Recently, the Ministry of Ecology and Environment released the "Implementation Plan for the Comprehensive Implementation of the Pollutant Discharge Permit System" (hereinafter referred to as the "Plan"). The "Plan" proposes that by 2025, the pollutant discharge permit management for industrial noise and industrial solid waste will be fully completed, and the pollutant discharge permit management for marine engineering will be basically completed; a number of pollutant discharge permit technical specifications such as the formulation and revision of pollutant discharge amount calculation methods will be carried out; the integration of ecological environment statistics and pollutant discharge permits for industries such as thermal power, steel, and cement across the country will be completed. By 2027, the system of the pollutant discharge permit system for stationary pollution sources will be further improved, the discharge amounts of all major pollutants will be controlled under the permit system, and the supervision system for stationary pollution sources with the pollutant discharge permit system as the core will be implemented. The "Plan" will fully implement the "one-certificate" management for stationary pollution sources, promote pollutant discharge units to build an environmental management system based on pollutant discharge permits, strengthen the joint supervision, resource sharing and information exchange among pollutant discharge permits, environmental monitoring and environmental law enforcement, innovate the information-based supervision methods, improve the information sharing mechanism for environmental law compliance and integrity, build an environmental credit supervision system, and strengthen social supervision.
