An Action Plan for Building New Energy and Equipment Manufacturing Base in Gansu, a Province in Northwest China

Recently, an Action Plan for Building a National Important New Energy and Its Equipment Manufacturing Base in Gansu Province in Northwest China (hereinafter referred to as the Action Plan) was issued. Gansu Province will focus on building a national important new energy and new energy equipment manufacturing base that covers the northwestern regions of China and the countries and regions along the "the Belt and Road" route and has trans-regional supporting capabilities and exemplary driving effects.

The Action Plan proposes that by the end of 2025, an important new energy and new energy equipment manufacturing base in China will begin to take shape, with a production value of over 100 billion yuan. By the end of 2030, the output value of new energy and new energy equipment manufacturing in Gansu province is expected to exceed 200 billion yuan.

The Action Plan specifies 26 specific contents, such as accelerating the construction of super large wind and solar power bases, promoting diversified resource development and distributed energy development, advancing the large-scale development of green hydrogen industry, and strengthening equipment manufacturing industry clusters.

In order to promote the large-scale development of the green hydrogen industry, Gansu Province will implement various models of green hydrogen production projects, such as green electricity trading, direct supply of new energy and off grid, to reduce the cost of green hydrogen production and the dependence of electrolytic water hydrogen production on the power grid, promote the integration of hydrogen energy with wind power, photovoltaics and energy storage, creating the Gansu "Green Hydrogen Corridor".

In terms of optimizing the layout of the equipment manufacturing industry, Gansu Province will build wind power, photovoltaic, and solar thermal equipment manufacturing bases with Jiuquan and Jiayuguan as the core. Focusing on Jiuquan, Zhangye, Jinchang, and Wuwei, it will extend and supplement the supply chain in fields such as green hydrogen production and comprehensive utilization, energy storage equipment manufacturing, and intelligent operation and maintenance. It will jumpstart the layout of the new energy equipment manufacturing industry in areas such as Lanzhou, Baiyin, Dingxi, and Tianshui.

The province will also engage in cooperation and exchanges with other provinces and national think tanks in the field of energy, aiming to promote key technological breakthroughs in new energy, and creating a future industrial chain mainly focused on future manufacturing, future information, future materials, future energy, future space, and future health sectors.
