Recent Progress of Hongbaoli¡äs Propylene Oxide Technical Transformation Project

According to the announcement released by Hongbaoli on April 9, the company¡äs comprehensive technical transformation project of propylene oxide was filed with the government¡äs competent department in March 2023. The project has completed the pre-evaluation of occupational disease hazards, and has obtained the approval of the environmental impact assessment, the energy assessment, the safety assessment, and has completed the formalities such as the review of the general layout plan.
At present, the project has completed the design of the process package and the preliminary design. The detailed design work of the civil structure, equipment layout, process pipelines and instruments has been basically completed. The reinforcement project of the old device has obtained the construction permit, and the corresponding reinforcement project has been completed. The procurement of equipment and materials has been completed, and the equipment has been delivered and arrived on site successively. The project construction is being vigorously promoted. It is expected that the project will enter the trial production stage by the end of 2025.
On April 16, 2022, Hongbaoli announced that it would upgrade and transform the existing propylene oxide production device of Hongbaoli Group Taixing Chemical expanding the annual production capacity of propylene oxide from 100,000 tons to 250,000 tons.
In September 2023, Hongbaoli issued an announcement stating that due to the impact of the "dual control of energy consumption" policy of the local government, the project had insufficient energy indicators, which caused a delay for a certain period of time. Considering the necessity and urgency of the technical transformation of the project, the company adjusted the project expansion plan and implemented it in steps. The first step of the technical transformation is for a device with a scale of 160,000 tons, and adjusted the original planned project construction content according to the process optimization and other situations. The total planned investment of the project is approximately 400 million yuan.
