Environmental Impact Assessment Announcement for the New Integrated Refining and Chemical Project in Xinjiang

On April 15th, the full text of the environmental impact assessment report and public participation explanation for the integrated refining project of Sinopec Tahe Refining and Chemical Co., Ltd. were publicly released.
Project Name: Refining and Chemical Integration Project of Sinopec Tahe Refining and Chemical Co., Ltd.
Construction nature: renovation and expansion
Construction location: Chemical Industry Concentration Zone, Kuche Economic and Technological Development Zone, Aksu Prefecture, Xinjiang
Construction content and scale: Expand the existing refining and processing capacity of Tahe Refinery from 5 million tons per year to 8.5 million tons per year, and build production facilities for 800,000 tons per year of ethylene and 800,000 tons per year of aromatics.
An 800,000 ton/year ethylene plant, a 450,000 ton/year cracking gasoline hydrogenation plant, a 100,000 ton/year butadiene extraction plant, a 100,000/30,000 ton/year MTBE/butene-1 plant, a 1 # 400,000 ton/year polyethylene plant, a 2 # 400,000 ton/year polyethylene plant, a 400,000 ton/year polypropylene plant, an 800,000 ton/year aromatics complex, and a 2 # 1.5 million ton/year continuous reforming plant are planned to be built in the Xinhua factory area.
Meanwhile, integrated public works, auxiliary facilities, storage and transportation engineering, environmental protection facilities and off-site engineering plants will be renovated or built.
Annual operating time: 8400 hours for refining, continuous reforming and aromatics complex, and 8000 hours for chemicals

Expected production date: refinery and aromatics complex in June 2028, and ethylene plant in October 2029
Sinopec Tahe Refining & Chemical Co., Ltd. is located in Kuche City, Aksu Prefecture, Xinjiang. It is the only refining producer of Sinopec in Xinjiang, jointly established by China Petroleum & Chemical Corporation and Kuche Asset Management Co., Ltd.
