National Ministries and Commissions Jointly Introduce Policies to Promote the Consumption of Green Hydrogen

2025-5-14

Recently, the Ministry of Industry and Information Technology and the Ministry of Transport respectively took the lead in introducing two policies to increase efforts in promoting the consumption of green hydrogen, injecting new impetus into the high-quality development of the hydrogen energy industry.

In the industrial field, the "Implementation Plan for Accelerating the Application of Clean and Low-carbon Hydrogen in the Industrial Field" jointly issued by three ministries including the Ministry of Industry and Information Technology, the National Development and Reform Commission, and the National Energy Administration clearly states that it will focus on supporting the large-scale application of hydrogen produced from renewable energy in industrial fields such as chemical engineering and metallurgy. Through technological innovation and cost optimization, this plan accelerates the substitution of traditional grey hydrogen by green hydrogen, providing solutions for promoting energy conservation and carbon reduction.

In the field of transportation, ten ministries including the Ministry of Transport jointly issued the "Guiding Opinions on Promoting the Integrated Development of Transportation and Energy", proposing to enhance the production capacity of green fuels for transportation, promote the construction of a number of green fuel production bases, and focus on advancing the application of green fuels in the transportation field as well as the large-scale application of new energy transportation equipment such as hydrogen-powered heavy trucks. It also plans to study and introduce standards for the "production, storage and use" of green fuels in transportation. As a key carrier for deep decarbonization in the transportation field, the value of green hydrogen has become more prominent. The introduction of the above two policies is conducive to further expanding the scale of green hydrogen consumption in the scenarios of green hydrogen-to-green ammonia production, coupling of green hydrogen with coal chemical industry, and application of green hydrogen in transportation that have been formed in Inner Mongolia Autonomous Region. It will also help Inner Mongolia Autonomous Region to accelerate the establishment of new application scenarios such as green hydrogen-to-green alcohol production, hydrogen metallurgy, and integration of hydrogen and electricity, further promoting the diversified expansion of green hydrogen application scenarios in Inner Mongolia Autonomous Region and providing important support for the regional clean energy transformation.
