Recently, 13 departments including the Department of Industry and Information Technology, the Development and Reform Commission and the Department of Science and Technology of Shanxi Province have jointly issued the Implementation Opinions on Actively and Orderly Undertaking Manufacturing Industry Transfer (hereinafter referred to as the Implementation Opinions), aiming to promote the province′s active undertaking of manufacturing industry transfer, accelerate the construction of a modern industrial system, and promote regional coordinated development.

According to the Implementation Opinions, the province will undertake key industrial transfers according to local conditions. In terms of energy and materials industries, it will promote the integrated and coordinated development of energy industries and manufacturing industries. It will support the development of fine chemicals and high-end daily chemical products. In the equipment manufacturing industry, focusing on intelligent coal mining machinery, rail transit equipment, new energy equipment, energy conservation and environmental protection equipment, etc., it will actively undertake related industries and supporting industries to improve the technical level of complete machine products and basic components. In the electronic information industry, focusing on semiconductors, information innovation, computing power, photovoltaic and other fields, it will actively undertake and develop electronic information and related supporting industries, incubate and cultivate technology-based small and medium-sized enterprises and innovative enterprises, and accelerate the cultivation of strategic emerging industries and future industries.

In terms of industrial layout, the Implementation Opinions emphasizes concentrated layout and promotes agglomerated industrial development. The province will strengthen various industrial undertaking platforms, promote the characteristic and differentiated development of development zones, and guide industries to gather in economic and technological development zones, high-tech industrial development zones, chemical parks, and professional towns. At the same time, it will promote high-quality undertaking of industrial transfers in central cities and urban agglomerations, and encourage special-type areas to undertake and develop characteristic industries.

To promote industrial transfer cooperation, the Implementation Opinions proposes to innovate industrial transfer cooperation models, including innovating the benefit-sharing mechanism for cross-regional manufacturing industry transfer, carrying out "government + chain leader + park" investment promotion, etc., to promote industrial collaborative innovation, orderly transfer, and optimization and upgrading. In terms of international cooperation, the province will accelerate the application for the construction of a free trade pilot zone, rely on international cooperation industrial parks, processing trade industrial parks, bonded zones, dry ports, etc., to undertake the gradient transfer of processing trade. It will take the initiative to participate in the construction of industrial cooperation in countries along the "Belt and Road" and actively undertake industrial transfers from Japan, South Korea, and Southeast Asia.

To ensure the smooth implementation of undertaking industrial transfer work, the province will start from three aspects: improving the industrial transfer service system, strengthening the factor guarantee for industrial undertaking, and improving the work promotion mechanism, form a joint force, continuously optimize the policy environment for industrial undertaking, and promote the practical results of undertaking manufacturing industry transfer.
