According to the Shandong Provincial Department of Industry and Information Technology, to accelerate the improvement of industrial energy efficiency, play a benchmark demonstration role, and guide energy-saving and carbon-reduction transformations of key industry enterprises, Shandong will focus on 38 sub-sectors including petrochemicals, steel, non-ferrous metals, building materials, light industry, and textiles to carry out the selection of 2025 Provincial Key Industry Energy Efficiency "Pacemakers". Enterprises that win the 2025 provincial-level title will be prioritized for recommendation to apply for the national key industry energy efficiency "Pacemaker" selection. 

The selection of provincial key industry energy efficiency "pacemakers" requires that the annual energy consumption exceeds 5,000 tons of standard coal, the energy consumption per unit product reaches or is better than the advanced value of the national mandatory energy consumption quota standard for the industry and the benchmark level specified in the “Benchmark and Baseline Levels of Energy Efficiency for Key Industrial Sectors (2023 Edition)“, the main process equipment is at the leading domestic level, and the proportion of non-fossil energy consumption is not less than 20%. In recent years, Shandong Province has established a number of enterprise benchmarks with high energy utilization efficiency and rich experience in energy conservation and consumption reduction through the continuous selection of provincial key industry energy efficiency "pacemakers". In 2024, Shandong newly cultivated 25 provincial-level energy efficiency "pacemakers", and will cultivate about 15 provincial and above-level energy efficiency "pacemakers" this year.
