National Special Rectification Action for Illegal Dumping and Disposal of Solid Waste

On June 25th, the Ministry of Ecology and Environment held its regular press conference for June.
Pei Xiaofei, spokesperson for the Ministry of Ecology and Environment, introduced at a regular press conference that with the approval of the State Council, eight departments including the Ministry of Ecology and Environment, the Supreme People¡äs Court, and the Supreme People¡äs Procuratorate have recently jointly launched a special campaign to rectify illegal dumping and disposal of solid waste nationwide. They plan to carry out centralized rectification nationwide within about three years to curb the high incidence of illegal transfer, dumping, and disposal of solid waste.
The special rectification action targets illegal dumping and landfilling of hazardous waste, industrial solid waste, construction waste, as well as illegal dismantling and disposal of scrapped motor vehicles, waste electrical and electronic products, obsolete new energy equipment and power batteries, etc. It focuses on areas such as intertwined road network, integrated urban-rural regions, demolished and relocated land parcels, administrative boundaries, and the "three border areas" of mountains, water, and banks, as well as unmanned areas such as rivers, lakes, wastelands, ponds, caves, natural reserves, forests, and ecologically sensitive areas. Personnel are organized to conduct inspections and investigations through advanced technologies such as satellite remote sensing and drone inspections to timely discover environmental pollution problems caused by illegal dumping and landfilling of solid waste and illegal dismantling and disposal of waste equipment and consumer goods.
During the operation, illegal dumping and disposal of solid waste will be strictly investigated, and waste producing units, transportation units or individuals who illegally dump and bury solid waste will be promptly dealt with in accordance with the law, effectively cutting off the "black" interest chain. We will crack down on illegal dumping and disposal of solid waste. For those who are involved in illegal discharge, dumping, and disposal of solid waste that seriously pollute the environment or cause economic losses to public property, and are suspected of constituting a crime and need to be held criminally responsible according to law, we should accelerate the investigation and punishment in accordance with the law, and enhance the legal deterrence.
According to the deployment of the special action plan, the problem investigation and rectification measures will be completed by the end of 2025, together with the rectification of problems with prominent environmental pollution hazards. The overall investigation and rectification of identified problems will be completed by the end of 2026, and the rectification review will be completed by late 2027.
