To further promote the construction of work safety standardization, strengthen safety risk control and enhance work safety management levels among hazardous chemical enterprises, the Ministry of Emergency Management has organized the formulation of the mandatory national standard General Specification for Work Safety Standardization of Hazardous Chemical Manufacturers (GB 45673-2025), which was recently released and will come into effect on November 1, 2025.

Work safety standardization is a statutory duty stipulated in the Work Safety Law of the People′s Republic of China to consolidate the foundation and strengthen the grassroots work of work safety. The standard integrates the technical contents of 7 industry standards such as the General Specification for Safety Standardization of Hazardous Chemical Manufacturers (AQ 3013-2008), incorporates the concept of chemical process safety management and highlights the prevention and control of major safety risks in combination with the problems exposed in accidents in recent years. It puts forward management requirements from 14 aspects, including safety leadership, work safety responsibility system, equipment integrity, related parties and change management and makes provisions for the application of new technologies and digital and intelligent control to adapt to the latest dynamics and needs faced by enterprises in high-quality development.

The release and implementation of this standard will provide important standard support for hazardous chemical manufacturers to carry out work safety standardization development and further help them improve work safety levels and prevent and contain major accidents.
