The Chinese Delegation Attended the INC-5.2 Conference in Geneva

The resumed fifth meeting of the Intergovernmental Negotiating Committee on Plastic Pollution (INC-5.2) was held in Geneva, Switzerland from August 5th to 15th, 2025. More than 2600 representatives from 183 member states and over 400 observer organizations attended the conference. During the conference, Anderson, Executive Director of the United Nations Environment Programme, presided over a ministerial roundtable with over a hundred ministerial level representatives in attendance. Li Gao, member of the Party Group and Vice Minister of the Ministry of Ecology and Environment, led a Chinese delegation composed of departments such as the Ministry of Ecology and Environment, the Ministry of Foreign Affairs, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, and other units to attend the meeting.

This meeting, as a continuation of the fifth session of the Intergovernmental Negotiating Committee on Plastic Pollution, aims to negotiate and reach a legally binding international instrument on plastic pollution. As no agreement was reached after 11 days of arduous negotiations, the Chairperson of the conference announced a recess.

As China was deeply involved in negotiations and consultations on all issues, it actively proposed bridging plans on key topics, exerted influence and guidance and strived to bridge differences, thus receiving positive evaluations from all parties. The Chinese side attended the ministerial roundtable meeting to share China¡äs experience and practices in reducing plastic use at the source, collecting, disposing of, and recycling plastic waste, and cleaning up plastic waste in water bodies. It emphasized that plastic pollution is a complex and urgent global environmental challenge, and called on all parties to follow the principle of mutual respect and solidarity, adopt a rational and pragmatic attitude, uphold multilateralism, and strive to explore practical and gradual effective ways to promote global plastic pollution control.

During the meeting, China held bilateral talks with the Chairperson of the General Assembly, the Executive Director of the United Nations Environment Programme, the European Union Environment Commissioner, the Minister of Ecological Transition of France, the State Secretary of the German Ministry of Environment, the Minister of Environment of Denmark, the Minister of Climate and Environment of Norway, the Advisor to the President of Kazakhstan, and the Minister of Environment and Climate Change of Somalia.
