Sichuan Provincial Budgetary Funds Give Key Support to Hydrogen Energy Projects

Recently, the Sichuan Provincial Development and Reform Commission issued a notice on the "Administrative Measures for Special Funds of Provincial Budgetary Capital Construction Investment for Energy Conservation, Carbon Reduction and Energy Structure Optimization in Sichuan Province".
The document points out that this special fund will focus on supporting the following areas: energy conservation and efficiency improvement in key industries and key fields; comprehensive utilization of resources and circular economy; low-carbon initiatives; clean utilization of coal; energy-saving and efficiency-improving upgrading and clean utilization of coal-fired power units; new energy storage and hydrogen energy in the energy sector; upgrading of ultra-low emission transformation in domestic waste incineration power plants; green and low-carbon transformation of energy consumption terminals; and rural power grids in towns and townships involved in the reform.
Among them, the key supporting contents in terms of hydrogen energy include:
Low-carbon projects. Major low-carbon, zero-carbon and negative-carbon technology and demonstration promotion and application projects such as carbon capture, utilization and storage (CCUS), hydrogen metallurgy projects, key supporting projects for zero-carbon park construction, major energy-saving and low-carbon technology industrialization demonstration projects, key projects for the development of energy-saving and environmental protection industries, and projects for the realization of ecological product value.
New energy storage and hydrogen energy projects in the energy sector. These include independent new energy storage projects, renewable energy-based hydrogen production projects, and hydrogen energy application projects in the energy sector.
Regarding the provincial budgetary investment funds specified in these Measures, for energy-saving and efficiency-improving projects, resource comprehensive utilization and circular economy projects, low-carbon projects, new energy storage and hydrogen energy projects in the energy sector, as well as energy-saving, efficiency-improving upgrading and clean utilization projects of coal-fired power units: the funds allocated to a single project shall not exceed 15% of the total investment, and the amount allocated to a single project shall, in principle, not exceed 20 million yuan. For projects related to green, low-carbon and energy-saving transformation of public institutions under provincial authorities, funds shall, in principle, be fully allocated.
It should be noted that the provincial budgetary investment under this special fund shall be used for planned new projects or ongoing projects that meet the requirements of relevant policies and plans, have complete preliminary procedures, and are ready for construction. It must not be used for completed projects (including trial operation projects).
