Five Ministries and Commissions Jointly Issued the Notice on Conducting a Baseline Assessment of Old Equipment in the Petrochemical and Chemical Industry

Recently, the general offices of five ministries and commissions, including the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the Ministry of Emergency Management, and the State-owned Assets Supervision and Administration Commission of the State Council, jointly issued the Notice on Conducting a Baseline Assessment of Old Equipment in the Petrochemical and Chemical Industry, and provided detailed explanations on the assessment requirements.
To further clarify the inventory of old equipment and define work standards and requirements, the Notice specifies£º1. Scope of objects for the baseline assessment: As of May 30, 2025, production equipment in the petrochemical and chemical industry whose main equipment and facilities have reached their designed service life or have been put into operation for more than 20 years. 2. Items for the baseline assessment, including the basic information of old equipment, safety assessment, and other assessments.The Notice points out that currently, the Ministry of Industry and Information Technology and other relevant departments are formulating the Action Plan for Intensifying the Renewal and Transformation of Old Equipment in the Petrochemical and Chemical Industry. This plan will strengthen standard guidance and policy support, comprehensively promote the integrated transformation and upgrading of old equipment in the petrochemical and chemical industry toward greater safety, green development, and digitalization, prevent and mitigate safety and environmental risks, and promote the high-quality development of the industry.
