Contract Signed for UAE¡äs First Vinyl Chloride Complex

On November 5, Taqaiz, a petrochemical hub company jointly established by Abu Dhabi National Oil Company (ADNOC) and Abu Dhabi Investment Office (ADQ), announced in a statement that it had signed an engineering, procurement, and construction contract with China National Chemical Engineering Group Corporation for a total value of USD 1.99 billion. The contract will be used to build the UAE¡äs first polyvinyl chloride (PVC) production plant.
Taziz introduced that this PVC plant is a core component of a comprehensive chemical project with an annual production capacity of 1.9 million tons of vinyl chloride. In addition to PVC, the complex can also produce vinyl chloride monomer (VCM), dichloroethane (EDC), and chloroalkali products, meeting both domestic supply and export demands. The project is expected to be completed and operational in the fourth quarter of 2028.
According to Taziz¡äs official website, the company is constructing supporting infrastructure such as oil pipelines, maritime terminals, and storage facilities for investors within the chemical hub. Participating investors include Japan¡äs Mitsui & Co. and South Korea¡äs GS Energy. In February 2025, Taziz signed a USD 1.7 billion contract with Samsung Engineering of South Korea to build a methanol plant with an annual capacity of 1.8 million tons in Ruweis.
