The "Catalogue of Advanced and Applicable Processes, Technologies and Equipment for National Comprehensive Utilization of Industrial Resources (2025 Edition)" Released

To accelerate the promotion of source reduction and large-scale utilization of industrial solid waste, enhance the comprehensive utilization level of renewable resources, and develop high-end and intelligent remanufacturing, the Ministry of Industry and Information Technology, the National Development and Reform Commission, and the Ministry of Ecology and Environment compiled the "Catalogue of Advanced and Applicable Processes, Technologies and Equipment for National Comprehensive Utilization of Industrial Resources (2025 Edition)", which has been released recently.
The selected processes, technologies and equipment mainly cover four fields: source reduction of industrial solid waste, comprehensive utilization of industrial solid waste, comprehensive utilization of renewable resources, and remanufacturing of mechanical and electrical products. A total of 96 technologies and equipment items are included, spanning industries such as mining, metallurgy, petrochemicals, new energy, and building materials. The specific application scope of each technology and equipment is clarified, providing specific technical guidance for the circular utilization of industrial resources.
a. Source reduction of industrial solid waste
It mainly refers to processes, technologies and equipment that reduce the generation amount of solid waste and mitigate its harmfulness during industrial production through technological upgrading or adding production procedures. The focus is placed on the source reduction of bulk industrial solid waste such as fly ash, gangue, and smelting slag, as well as the reduction and pretreatment technologies for difficult-to-utilize solid waste with complex properties, including steel slag, phosphogypsum, and red mud.
b. Comprehensive utilization of industrial solid waste
It mainly refers to processes, technologies and equipment that produce comprehensive utilization products using industrial solid waste. The focus is on the large-scale and high-value utilization of industrial solid waste (e.g., fly ash, industrial by-product gypsum, smelting slag, and red mud) in fields such as the extraction of valuable components, and the manufacturing of building materials, road materials, filling materials, and ecological restoration materials, as well as the comprehensive utilization of hazardous waste like industrial waste salt.
c. Comprehensive utilization of renewable resources
It mainly refers to processes, technologies and equipment that reuse valuable elements from industrial products back into the industrial production process. The focus is on technologies for the efficient sorting, crushing, and processing of scrap steel, waste non-ferrous metals, waste plastics, waste paper, and waste tires, as well as the efficient separation and purification of new energy vehicle power batteries, lithium-ion batteries for electric bicycles, photovoltaic modules, and wind turbine blades for comprehensive utilization.
d. Remanufacturing of mechanical and electrical products
It mainly refers to processes, technologies and equipment that conduct professional repair or upgrading of waste mechanical and electrical products, enabling the performance and quality of remanufactured products to meet or exceed those of the prototype products. The focus is on technologies such as testing and evaluation, and surface repair during the remanufacturing process of mechanical and electrical products, including construction machinery, machine tools, heavy machinery, petrochemical general machinery, internal combustion engines, electrical equipment, agricultural machinery, basic mechanical parts, and office equipment.
