Two Projects in Xinjiang Selected for National Hydrogen Energy Pilots in the Energy Sector

The National Energy Administration recently issued the Notice on Publicizing the First Batch of Hydrogen Energy Pilots in the Energy Sector, officially releasing the list of the first batch of hydrogen energy pilots in the energy field. Sinopec¡¯s Xinjiang Kuqa Green Hydrogen Pilot Project and the Tianchi Energy Zhundong Green Hydrogen Production High-efficiency Coupling Coal-to-Natural Gas Project in Xinjiang were successfully selected, marking important progress in Xinjiang¡¯s efforts to promote innovation and demonstration in the hydrogen energy industry.
The pilot program aims to explore new hydrogen energy management models and diversified development paths, and deepen the integration of technological innovation and industrial innovation. Following procedures including recommendation by provincial energy authorities, expert review and public announcement, a total of 41 projects and 9 regions nationwide were included in the first batch of pilots.
In accordance with the requirements of the notice, all pilot entities shall actively advance project construction and operation, promote the coordinated integration of institutional mechanisms and management models, and submit progress reports on a regular basis. Provincial energy authorities shall strengthen supervision, track progress, and coordinate the resolution of problems; pilots that fail to make satisfactory progress will have their qualifications revoked in accordance with procedures. It is also clearly stipulated that no licensing or naming activities shall be carried out in the course of the pilot program.
Xinjiang boasts distinct geographical and resource advantages. In recent years, the autonomous region has intensively introduced policies and measures to support the development of the hydrogen energy industry. Urumqi, Karamay, Hami and Ili Kazakh Autonomous Prefecture have been designated as the first batch of hydrogen energy industry demonstration zones. The Three-Year Action Plan for the Development of the Hydrogen Energy Industry in the Autonomous Region (2023¨C2025), issued by the Development and Reform Commission of the autonomous region, proposes to leverage its resource endowments, focus on the national energy positioning, coordinate industrial layout, focus on collaborative efforts in hydrogen energy development and application, carry out technological innovation and application demonstration through demonstration zones, strive to build a national large-scale green hydrogen supply and export base, and advance the ¡°West-to-East Hydrogen Transmission¡± initiative.
