The Guangzhou Municipal People′s Government recently issued the "Beautiful City Guangzhou’s Construction Plan (2025-2035)." It outlines measures to promote the development of a carbon emissions trading market, including deepening carbon emissions trading and coordinating the integrated development of carbon emissions trading, carbon universal benefit system and carbon sink trading. Key emission-intensive companies will be organized to participate in national and Guangdong provincial carbon emissions trading, with efforts to improve carbon emissions information reporting, verification, and quota fulfillment. The government will also support the expansion of the national carbon emissions trading market.

With the Guangzhou Carbon Emissions Trading Center as a strategic platform, it aims to actively attract high-quality companies and institutions from Hong Kong, Macau, and within Guangdong and Guangzhou to explore the establishment of a carbon emissions trading market for the Guangdong-Hong Kong-Macao Greater Bay Area. Additionally, it will strongly support the Guangzhou Futures Exchange in advancing the construction of a carbon emissions futures market and timely introducing carbon emissions-related futures products.
