Ningxia Hui Autonomous Region Issues Implementation Plan for Direct Green Power Supply

Recently, reporters learned from the Development and Reform Commission of Ningxia Hui Autonomous Region that to advance the integrated development of new energy production and consumption, promote local accommodation of new energy in Ningxia, and better meet enterprises¡ä demand for green energy consumption, Ningxia Hui Autonomous Region has recently issued the Implementation Plan for Direct Green Power Supply. With non-negotiable rigid quantitative indicators, clear division of powers and responsibilities, and fully liberalized investment thresholds, the plan has pressed the "accelerator button" for local accommodation of new energy, green energy consumption by enterprises, and low-carbon industrial transformation in the region.
As China¡äs first comprehensive new energy demonstration zone, Ningxia Hui Autonomous Region currently has a new energy installed capacity of 56.63 million kilowatts, accounting for 62.6% of the total installed capacity and 31% of the total power generation. With the continuous exploitation of new energy resources, it is necessary to explore multiple paths to boost new energy accommodation. A relevant responsible person from the regional Development and Reform Commission stated that the implementation of this direct green power supply plan is not merely a policy reinforcement, but a systematic reform targeting long-term development. Every detail¡ªfrom power volume allocation and grid connection to investment entities and application approval¡ªdirectly addresses the core issues of new energy development.
Direct green power supply refers to a mode where new energy sources such as wind power, solar power, and biomass power are not directly connected to the public power grid. Instead, green power is supplied to individual electricity users via direct transmission lines, and physical traceability of power volume can be achieved.
The plan requires that direct green power supply projects shall follow the principle of "determining power sources based on load demand" to scientifically define the types of new energy sources and their installed capacity. It is mandated that the annual self-generated and self-consumed power volume of new energy shall account for no less than 60% of the total available power generation and no less than 30% of the total power consumption on the load side. These ratios shall increase by no less than 1.5 percentage points annually, reaching over 35% by 2030, while the volume of power fed into the public grid shall not exceed 20% of the total available power generation.
In terms of grid connection requirements, the plan specifies that direct green power supply projects shall be connected to the power grid at a voltage level of 110 kV or below. For projects connected at 35 kV, the distance between the load and the power source project shall not exceed 20 kilometers; for those connected at 110 kV, the connection distance shall not exceed 50 kilometers. In principle, projects shall be located within the administrative area of the same prefecture-level city or the Ningdong Administrative Committee.
