The European Commission Implements New Regulations to Prevent Plastic Pellets Leakage

Recently, the European Commission introduced and implemented a regulation aimed at preventing the leakage of plastic pellets into the environment. This regulation applies to enterprises within the EU that handle over 5 tons of plastic pellets annually, including manufacturers, recyclers, processors, wholesalers, and other distributors. It also covers plastic pellet transporters, such as shipping companies. Affected businesses must prevent, control, and clean up plastic pellet leaks, as well as develop and implement risk management plans.
Transporters are not required to develop a risk management plan but must take specific measures to prevent, control, and address leaks. Medium and large enterprises handling over 1,500 tons of plastic pellets annually must obtain compliance certificates or permits. The European Commission stated that promotional and training materials will be prepared by December 17, 2026. Additionally, the European standardization bodies are required to establish uniform standards for estimating emissions.
