To further advance the deep integration of industrial and innovation chains and accelerate the transformation of scientific and technological achievements, Shaanxi has continuously strengthened the construction of concept verification centers and pilot test bases through policy guidance, platform layout, and open sharing, achieving remarkable results. As of now, the province has optimally supported 24 concept verification centers and 34 pilot test bases, covering strategic emerging industries and key industrial chains, and is actively planning the platform layout for 2026.

To promote the open sharing of platform resources and enhance service efficiency, the Shaanxi Provincial Department of Science and Technology publicly released two batches of service capability lists in 2025, including 52 items for concept verification centers and 84 items for pilot test bases, accurately guiding various innovation entities inside and outside the province to carry out verification and pilot tests on the platforms with their R&D achievements. Under a series of initiatives, the platforms′ vitality in transforming scientific and technological achievements has continued to burst forth. By the end of 2025, provincial-level concept verification centers added 264 new concept verification projects, achieved 51.5 million yuan in concept verification revenue, served 559 enterprises cumulatively, opened and shared 369 sets of instruments and equipment, incubated 49 enterprises, transformed 164 scientific and technological achievements, and helped 18 new products successfully launch on the market; provincial-level pilot test bases added 605 new pilot test service projects, achieved 322.4 million yuan in pilot test revenue, served 550 enterprises, opened and shared 1,184 sets of instruments and equipment, incubated 12 enterprises, transformed 2,109 scientific and technological achievements, and 77 new products successfully entered the market with the help of the pilot test platforms.
