Five Ministries Issued Document to Promote the Construction and Application of Industrial Green Microgrids

Recently, five ministries including the Ministry of Industry and Information Technology jointly issued the Guidelines for the Construction and Application of Industrial Green Microgrids (2026¨C2030). The document guides industrial enterprises and industrial parks to advance the construction and application of industrial green microgrids, expand the application of green power in the industrial sector, and promote energy conservation and carbon reduction in key industrial fields.

An industrial green microgrid is a comprehensive energy system that mainly provides green power to industrial users. It integrates photovoltaic power generation, wind power, high-efficiency heat pumps, new-type energy storage, hydrogen energy, waste heat, pressure and gas recovery, and intelligent energy management systems. It can integrate industrial production processes with grid-friendly interaction and achieve coordinated and autonomous operation. At present, breakthroughs have been continuously made in technologies and equipment related to microgrids in China, with the market mechanism for power auxiliary services gradually improved. More than 300 related projects have been put into operation nationwide. However, industrial green microgrids are still generally in the pilot and demonstration stage, with difficulties and challenges in technical standards, market-oriented mechanisms, coordination with the main power grid and other aspects.

The Guidelines consist of five parts, including construction principles, main construction contents, construction models, application scenarios and construction requirements. Among them, regarding the main construction contents, it clarifies that the proportion of on-site and nearby self-consumption of newly-built renewable energy power generation such as solar and wind energy in industrial enterprises and parks shall in principle be no less than 60% per year. It promotes the development and application of technical equipment including high-efficiency water electrolysis hydrogen production units, high-efficiency fuel cell power generation facilities, and integrated wind-solar flexible hydrogen production systems. In addition, according to the energy consumption characteristics of different industrial sectors, the Guidelines categorize the application scenarios of industrial green microgrids into four types: highly energy consumptive, flexible, adjustable and highly reliable, and lists the load characteristics, functional requirements and application examples under different scenarios. The Guidelines also emphasize technical guidance to help industrial enterprises and parks understand the construction models of industrial green microgrids, and guide business entities to participate in project construction and application. The Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology stated that in the next step, efforts will be made to strengthen overall coordination and policy support, provide targeted guidance, work deployment and practical guidance for key industries, ensure alignment with existing plans and policies, and advance the high-quality construction and application of industrial green microgrids, so as to provide strong support for promoting the green and low-carbon transformation of key fields.
