Vietnam*s Ministry of Industry and Trade Issues Adjustment to National Energy Master Plan

Recently, the Ministry of Industry and Trade of Vietnam issued Decision No. 363/2026/QD-BCT, approving revisions to the National Energy Master Plan 2021每2030 with a Vision to 2050. The move is aimed at enhancing energy security, advancing the green energy transition, and improving economic self-sufficiency.

The top priority of the revised master plan is to ensure energy security in support of achieving an average annual GDP growth rate of over 10% from 2026 to 2030. Final energy demand is projected to reach 120每130 million tons of oil equivalent (toe) by 2030 and 175每200 million toe by 2050. Primary energy supply is expected to amount to 150每170 million tons by 2030 and 210每250 million tons by 2050. In addition, a target has been set to raise the national petroleum reserve to approximately 90 days of consumption by 2030.

By 2030, the share of renewable energy in Vietnam*s total primary energy supply will be increased to 25%每30%, and to 70%每80% by 2050.

Domestic crude oil production is forecast at 5.8每8.0 million tonnes per year (2026每2030) and 6.0每10.0 million tonnes per year (2031每2035). Natural gas production is projected at 5.4每11.0 billion cubic meters per year (2026每2030) and 9.0每15.0 billion cubic meters per year (2031每2035). Furthermore, liquefied natural gas (LNG) import capacity will be fully developed, and regionally tailored LNG energy hubs will be established.

Green hydrogen development has been designated as a strategic policy. Vietnam plans to boost its annual output to 100,000每200,000 tonnes by 2030 and 10每20 million tonnes by 2050.
