Shaanxi Province Launches Industrial Energy Conservation and Carbon Reduction Diagnosis Services

It is reported that to further improve the quality of industrial energy conservation and carbon reduction diagnosis services and advance energy saving and carbon emission reduction in key industrial sectors, the Department of Industry and Information Technology of Shaanxi Province will conduct a provincial-wide survey on service institutions and enterprises for the 2026 industrial energy conservation and carbon reduction diagnosis work.
The work mainly covers energy conservation and carbon reduction diagnosis for enterprises in key industrial sectors, as well as diagnosis for key industrial products and equipment. The diagnosis for enterprises in key sectors focuses on industries including iron and steel, cement, flat glass, ethylene, computing power facilities and communication base stations. It delivers integrated energy conservation and carbon reduction diagnosis as well as carbon emission accounting services for key enterprises. Based on the diagnosis and accounting results, targeted energy-saving and carbon reduction renovation plans will be formulated, clarifying renovation contents, implementation approaches, schedules and other key arrangements. The diagnosis for key industrial products and equipment is carried out in accordance with issued national standards, industrial standards and recommended association standards relating to product carbon footprints. It provides carbon footprint accounting services for key enterprises along industrial chains at both upstream and downstream links, and issues corresponding product carbon footprint accounting reports. In addition, energy efficiency diagnosis is conducted on major energy-consuming products and equipment, with targeted suggestions put forward for energy-saving and carbon reduction renovation, such as equipment upgrading and systematic matching optimization.
The Department of Industry and Information Technology of Shaanxi Province shall specifically organize industrial energy conservation and carbon reduction service institutions to provide public-welfare diagnosis services for enterprises. Service institutions participating in the 2026 industrial energy conservation and carbon reduction work in Shaanxi Province shall register on a voluntary basis, undergo review and recommendation by the provincial Department of Industry and Information Technology, and be finally determined through bidding organized by the Ministry of Industry and Information Technology.
