Construction Starts for Inner Mongolia¡¯s 3.5 Mtpa Alumina Project

On May 29, 2026, the groundbreaking ceremony for the 3.5 million tons per annum (Mtpa) alumina project of Inner Mongolia Xinlian Aluminum Co., Ltd. was grandly held at the New-type Industrial Park in Tumed Right Banner, Baotou City.
Included on the key industrial construction roster of both the Inner Mongolia Autonomous Region and Baotou municipal government, the launched 3.5 Mtpa alumina development represents Phase I of the group¡¯s overall planned 7 Mtpa capacity layout. The project¡¯s aggregate total investment hits RMB 10.72 billion, with Phase I costing RMB 7.079 billion. The Phase I plant covers a land area of 786.96 mu, while the total planned land for the full project amounts to 1,360.79 mu. Construction of the remaining 3.5 Mtpa Phase II capacity will be initiated at an appropriate time in the future.
Adopting industry-leading gas suspension calcination technology and NEUI compact short-process intensive production design, the project realizes full-process intelligent integration. Its finished alumina boasts a purity rate over 3 percentage points higher than conventional peer products. Major onsite facilities comprise enclosed long-type aluminum hydroxide stock silos, large-scale gas suspension calciners, finished alumina storage silos, clean coal gasification systems with circulating fluidized bed technology, matching waste heat power generation units and a complete set of auxiliary utility facilities.
China Huaye Group, a central SOE, serves as the general contractor in charge of civil engineering, equipment erection and overall construction works. The auxiliary coal gas station is delivered on an EPC lump-sum basis by CAS Hefei Coal Gasification Technology Co., Ltd., outfitted with three CGAS circulating fluidized bed gasifiers each with a single-unit gas output of 80,000 Nm³/h. Clean fuel gas is produced using local low-rank coal resources. This proprietary gasification technology is listed on the MIIT¡¯s recommended catalogue for energy conservation and carbon reduction, complying with the project¡¯s green manufacturing criteria.
Public registration documents show Inner Mongolia Xinlian Aluminum Co., Ltd. was incorporated on January 16, 2025, registered at the New-type Industrial Park, Goumen Town, Tumed Right Banner. Hainan Zhongzong Energy Technology Co., Ltd. holds a 70% equity stake and Xinlianye (Beijing) International Trade Co., Ltd. owns the remaining 30%. The company¡¯s core business covers smelting of conventional non-ferrous metals as well as R&D, production and sales of advanced new materials including high-purity alumina, spherical alumina powder and alumina fiber.
