Multiple Chemical-Related Suggestions and Proposals Received Positive Responses

On February 29th, it was learned from the regular briefing on the policies of the State Council that in 2023, the various departments of the State Council have handled 7,955 suggestions from representatives and 4,525 proposals from committee members during the National People¡äs Congress (NPC) and the Chinese People¡äs Political Consultative Conference (CPPCC), accounting for 95.7% and 96.5% of the total number of suggestions and proposals respectively, and all have been completed on time. Many suggestions and proposals involving the petroleum and chemical industry have received positive responses. Among them, industrial structure adjustment, green and low-carbon development, and hydrogen energy have received widespread attention.

When responding to the " Proposal on the establishment of a system and mechanism for coordinated carbon reduction between energy and industry ", the National Development and Reform Commission (NDRC) stated that it will continue to promote the coupled development of energy and industry, emphasize the coordinated carbon reduction of "energy" and "industry", further focus on key areas of industry, implement green and low-carbon key technology research and development, and accelerate the promotion and application of advanced technology and equipment. At the same time, it will continue to promote the construction of a green and low-carbon technology innovation system with enterprises as the main body, industry-academia-research collaboration, and upstream and downstream coordination, continuously improving the basic capabilities of "double carbon" work.

In response to the " Proposal on the problems faced by China¡äs industrial solid waste treatment and utilization ", the Ministry of Industry and Information Technology (MIIT) stated that it has already begun to establish a policy and standard system, improve technological levels, promote the large-scale development of comprehensive utilization industries, and increase industry support. In the next step, it will continue to promote the reduction of industrial solid waste at the source and large-scale and efficient comprehensive utilization in key industries, improve the comprehensive utilization standard system for bulk industrial solid waste such as tailings, coal gangue, fly ash, and smelting slag, and actively promote the promotion and application of new technologies and equipment for large-scale and high-value utilization.

In responding to the "Suggestion on Promoting High-Quality Industrial Development through Digital Empowerment", the MIIT proposed that it will continue to optimize and implement various preferential policies, create industry demonstration benchmarks based on different categories, continue to implement smart manufacturing pilot demonstration actions, constantly improve the industrial innovation ecosystem of the industrial internet, and continuously promote the high-quality and large-scale development of the industrial internet.

In response to the "Proposal on Including CCUS Projects in China¡äs Voluntary Emission Reduction Mechanism to Assist in Achieving the ¡äDouble Carbon¡ä Target", the Ministry of Ecology and Environment stated that in the next step, it will work with relevant departments to actively create a policy environment conducive to the development of CCUS, promote the construction of a CCUS technical standard system, and conduct in-depth research on the scientific and feasibility of including CCUS projects in the voluntary emission reduction trading mechanism.

In the response to representatives¡ä suggestions from the Ministry of Emergency Management, the safety management of hydrogen energy and its related industries is receiving significant attention. Currently, several hydrogen energy safety standards have been established and are under development.

The Ministry of Emergency Management stated in its response that it is necessary to clarify the energy attributes of hydrogen and adopt the principle of "safety first" as an important principle for the development of the hydrogen energy industry. The ministry is actively organizing and promoting the preparation and establishment of five hydrogen energy safety standards such as the "Technical Requirements for Safety Protection Against Leakage and Explosion of Hydrogen Systems," and conducting research on hydrogen energy safety management to form the "Research Report on Safety Risks, Issues, and Countermeasures for the Hydrogen Energy Industry."

Regarding the explosion prevention and safety of the hydrogen energy industry, the Ministry of Emergency Management has also advanced the construction of a key laboratory for hydrogen energy safety based on this, guiding the Chemical Registration Center to formulate the "Promotion Plan for the Construction of a Key Laboratory for Hydrogen Energy Safety Technology under the Ministry of Emergency Management."

In addition, the State Administration for Market Regulation is also organizing relevant standardization technical committees to carry out basic research on explosion prevention technologies for hydrogen energy equipment such as hydrogen filling machines and electrolyzers, promoting the improvement of explosion prevention requirements in relevant standards. It is also formulating the "Guide for the Construction of a Standard System for the Hydrogen Energy Industry," and specifically planning and laying out general requirements for hydrogen safety-related standards, covering explosion prevention and safety-related standards.
