The Notice of the National Development and Reform Commission and Other Departments on Several Policy Measures to Support the Green, Low-Carbon, and High-Quality Development of Inner Mongolia was recently issued, proposing the following six specific policy measures.

1. Accelerate the green and low-carbon transformation of energy, develop new energy with greater efforts, vigorously promote green coal mining and clean and efficient utilization, increase the intensity of green development and increased reserves and production of oil and gas resources, strengthen the construction of power grid infrastructure, promote comprehensive demonstration of smart grids, and innovate institutional mechanisms for green and low-carbon energy development.

2. Build a modern green and low-carbon industrial system, accelerate the transformation and upgrading of industrial structures, promote the transformation and upgrading of traditional industries, expedite the development of new energy industries, promote coordinated transformation and development of digitization and greening, and enhance the level of green and low-carbon development in agriculture and animal husbandry.

3. Promote green development in key areas, carry out pilot projects for carbon peaking and neutrality, comprehensively strengthen resource conservation, vigorously develop circular economy, and accelerate the green and low-carbon transformation of transportation.

4. Strengthen green and low-carbon technological innovation, enhance the construction of technological innovation capabilities, promote the demonstration and application of green and low-carbon technologies, and strengthen the training of talents in the field of green and low-carbon development.

5. Comprehensively improve the quality and stability of the ecological environment, strengthen comprehensive prevention and control of desertification and promote the construction of key ecological projects such as the ‘Three North’(Northeast China, north areas of North China and Northwest of China) Initiative, innovate ecological protection and restoration models, consolidate and enhance the carbon sequestration capacity of ecosystems, continuously improve air quality, strengthen water ecological protection and water pollution control, and promote soil pollution prevention and solid waste management.

6. Deepen all-round regional opening-up and cooperation, strengthen regional collaboration on green and low-carbon development, and expand international cooperation in green and low-carbon areas.
